Appendix 4—Training Goals and Agenda


Overall Goals
China Training

Our goal is to teach and practice the following concepts throughout the training

1) There are basic steps in learning more about any health and safety hazard, and "tools" that can help you do that: reviewing sources of information (like MSDSs, monitoring records, factsheets, training materials), interviewing workers and supervisors, using checklists to do walkaround inspections, looking at previous accidents and injuries, observing workers doing their job, and checking on legal regulations and guidelines.

2) Once you’ve gathered information, you need to know how to use this information to solve problems:

  1. How to prioritize different hazards.
  2. How to present information about a hazard to the right person (someone who can help make change happen) and how to be heard.
  3. Best approaches to eliminating or reducing a hazard (including "simple fixes")

3) Solving health and safety problems requires a "systems" or big picture approach including: management commitment, written programs, ongoing activities, support to speak up about problems, effective communication, worker participation and involvement at all levels.

4) Creating an effective health and safety committee (or problem-solving approach) includes:

  1. Learning how to communicate with each other about concerns.
  2. Coming up with a concrete plan that includes specifics: who is on the committee, when/how to hold meetings, how meetings are run, etc.
  3. Creating an environment that is safe and effective for everyone involved.
  4. Developing a model that matches local conditions (For example, in China – planning for different plants.)

5) Effective health and safety programs require active worker involvement in every step: investigating and controlling hazards, inspecting plants, peer training, speaking up about concerns, and problem-solving.
